Mparivahan App: Under Digital India, Government has launched a latest initiative which delivers improved service access to citizens through a mobile based application. Mparivahan App empowers citizens to get access to the details corresponding to any valid RC and/or DL numbers anytime anywhere just by a click of a button on the mobile app. Instant access and mobility shall benefit the citizens and government departments alike in terms of ready information and transparency in the system.

Latest Updates: As per advisory issued by MoRTH (Ministry of Road Transport and National Highways) to all states and union territories to treat documents under MV Act & Rules, whose extention of validity could not or likely to be processed due to lock-down and which have expired since 1st Feb 2020 or would expire by 31st Dec 2020, as valid till 31st of Dec 2020.

Mparivahan is a app launched by (Ministry of Road Transport and National Highways). By using Mparivahan app you can get basic information about any car, by registering a car number. YOU can make virtual RC and Driving Licence, pay road taxes, get information in case your car is towed.

Using mparivahan app, you can also make complaints regarding any unwanted things happening in your surrounding. Like if someone has not wearing helmet, you can click his/her photo, or can upload it in mparivahan app. This will help in dealing with unusual thing happening in our surrounding.

How to Check RC status in Mparivahan App?

To create a virtual RC or to check your rc status in mparivahan app, you have to enter your RC number and click on search option. After entering your RC Details, your RC vehicle information will be seen on the screen.

Steps to Check RC status in Mparivahan App

To Check RC status in Mparivahan App, you have to follow the given steps:

  • Firstly, You have to open the mparivahan app.
  • After that, you have to enter your RC number to get RC status.

  • For creating Virtual RC, you have to click on “Add dashboard for Virtual RC”
  • A New screen will open in front of you, Enter Last four digits of your Chassis No. and Engine number, and click on verify button.

How to Check DL status in Mparivahan App?

To create a virtual DL, or to check your DL status in mparivahan app, you have to enter your DL number and click on search option. After entering your DL number, your DL information will be seen on the screen.

  • Firstly, You have to open the mparivahan app.
  • After that, you have to enter your DL number to get DL Status.
  • After entering DL number, your DL Status will be seen on the mparivahan screen

To check RC Information in mparivahan app firstly you have to open the mparivahan app. After that, you have to click on the 3 arrow on the topmost of mparivahan app.

After clicking, a list will open in front of you. Now You have to click on Registration Information. A page will open in front of you. It will show a list of services. You can click on the service about which you want to get information.

Temporary Registration

A temporary registration number is assigned by the dealer from which the vehicle is purchased which serves the purpose when the vehicle is brand new and is yet to be permanently registered. This unique number is normally valid for a period of maximam one month, in which the vehicle should be registered by the concerned  RTO authority.

For Temporary Registration

  • You can apply for temporary registration of a motor vehicle in Form 20.
  • Provide copies of Sale Certificate, Insurance Certificate and Road worthiness Certificate
  • Pay tax and fee as specified in Central Motor Vehicle Rules 1989 for temporary registration

For extension of temporary registration

You can apply for the extension of the period of temporary registration to the Registering Authority by specifying the reason and period up to which the extension is required. You can apply for the extension of the temporary registration for maximum two times.

  • In case you have already applied for extension once and are again applying for extension, you will have to pay the penalty as per Central Motor Vehicle Rules 1989.
  • Pay fee and tax for extension as specified in Rule 81 of Central Motor Vehicle Rules 1989

Permanent Registration

As per CMVR, the vehicle can be driven or allowed to be driven in public place only after registration by registering authority as under the provision of section 39 of motor vehicle Act 1988. An application for registration of a motor vehicle is required to be made to the registering authority within a period of seven days from the date of taking delivery of such vehicle, excluding the period of journey.

  • Apply for permanent registration of a motor vehicle in Form 20 to the Registering Authority in whose jurisdiction the vehicle is
  • If the vehicle has been temporarily registered then apply before the temporary registration expires

  • Confirm about the usage requirement of HSRP/smart card

Renewal of RC

Every RC (Registration certificate) is required to be renewed before the date of its expiry of the registration for its continuous use.

Note: RC should not be renewed before 60 days from its expiry date.

  • Apply for renewal of certificate of registration in Form 25 to the Registering Authority in whose jurisdiction the vehicle is, not more than 60 days before the date of its expiry.

Duplicate RC

When a registration certificate of a vehicle is reported to be lost, mutilated, torn or used-up, duplicate registration certificate is issued to the registered owner.

Important Instructions regarding Mparivahan Duplicate RC

  • If at any time, the certificate of registration is lost or destroyed, report to the police station in the jurisdiction of which the loss or destruction has occurred and intimate that fact in writing to the registering authority by whom the certificate of registration was issued
  • Apply for duplicate certificate to the last registering authority in Form 26
  • Pay appropriate fee as specified in Rule 81 of the Central Motor Vehicle Rules 1989

No Objection Certificate

If the owner desires to remove or sell his vehicle outside the jurisdiction of the registering authority within or outside the State then the owner shall file the application for issue of clearance certificate with the registering authority where the vehicle is registered.

  • Apply for no objection certificate in  Form 28 to the registering authority
  • In the case of a transport vehicle, furnish additional documentary evidence (permit surrender, challan clearance, tax clearance, fitness clearance)

HP Endorsement

It  refers to an application for making an entry of hire-purchase, lease or hypothecation agreement in the certificate of registration of the motor vehicle.

Important Instructions regarding Mparivahan HP Endorsement

  • Apply for making an entry of hire-purchase, lease or hypothecation agreement in the certificate of registration of a motor vehicle in Form 34, duly signed by the registered owner of the vehicle and the financier
  • Provide certificate of registration and the appropriate fee as specified in rule 81 of the Central Motor Vehicle Rules 1989

HP Termination

It refers to an application for making entry of termination of agreement of hire purchase, lease or hypothecation agreement in the certificate of hypothecation.

Important Instructions regarding Mparivahan HP Termination

  • Apply for making an entry of hire-purchase, lease or hypothecation agreement in the certificate of registration of a motor vehicle in Form 35, duly signed by the registered owner of the vehicle and the financier
  • Confirm if it is the case of termination due to failure to make repayment to financier
  • If your all dues are cleared then provide certificate of due clearance from financier
  • Pay appropriate fee as specified in rule 81 of the Central Motor Vehicle Rules 1989
  • If the termination is due to failure of repayment the financier then RC should be issued in the name of financier
  • RC Issuance in the name of financier
  • Apply for the issue of a fresh registration certificate in Form 36
  • Provide allotment letter of the vehicle
  • Provide the insurance certificate
  • Pay appropriate fee for transfer of ownership
  • A notice will be issued to the registered owner of the vehicle if he refuses to deliver the certificate of registration to the financier or absconds

Reassignment

When a motor vehicle is registered in one State and has been kept in another State for a period of more than twelve months, the owner of the vehicle shall, within such period may apply to the registering authority, within whose jurisdiction the vehicle is, for the assignment of a new registration mark and shall present the certificate of registration to that registering authority.

Trade Certificate

A trade certificate received from the registering administration permits a dealer to obtain an exemption from the motor vehicle registering owned by the owner although the dealer cannot sell a motor vehicle to another purchaser without the vehicle’s temporary or permanent registration. A trade certificate assigned by the registering authority is valid only for duration of 12 months from the date it is assigned.

Without registration (temporary or permanent), no holder of a trade certificate shall deliver a motor vehicle to a purchaser. A trade certificate given or renewed under rule 35 shall be in force for a duration of 12 months from the date of issue or renewal thereof shall be valid everywhere.

How to apply for a trade certificate?

To get the Trade certificate, applicant required some of the relevant documents and certificates and forms which are as follows:

  • Form 16 to apply for trade certificate
  • Pay the application fee to the registering authority to get trade certificate
  • The trade application fee paid under the rule of 81 of Central Motor Vehicles Act 1989
  • For Motorcycle, Invalid carriage, Light motor vehicle, Medium passenger motor vehicle, Heavy passenger motor vehicle, Heavy goods vehicle, applicant need to fill the separate application.

Trade Certificate Restriction Rules

A trade certificate or the trade registration mark and number can only be used by the applicant under whose name it has been allotted. If it is used by any other person, it will be used under only in certain as follows circumstances:

If the person driving the vehicle is working under the authority of the person to whom the trade certificate has been issued

  • A person verified by a bonafied certificate
  • On the behalf of trade certificate
  • If the person prospective buyer willing to purchase the vehicle

Duplicate Trade Certificate

If the trade certificate is lost or destroyed, then you can apply for a  Duplicate Trade Certificate.

Ownership Transfer

Transfer of ownership (in case of normal sale)
When a vehicle is sold, the name of the purchaser is noted as the registered owner in place of the previous registered owner and this is known as transfer of ownership.

Transfer of ownership (on death of owner of the vehicle)
Where the owner of a vehicle dies, the person succeeding to the possession of the vehicle may for a period of 3 months, use the vehicle as if it has been transferred to him where such person has, within 30 days of the death of the owner  has to inform the registered authority of the occurrence of the death of the owner and of his intention to use the vehicle.

Transfer of ownership ( of vehicle purchased in public auction)
When a vehicle is sold in public auction, the name of the purchaser is noted as the registered owner in place of the previous registered owner and this is known as transfer of ownership on auction.
